		<description>If A has the ball and a face mask penalty against B is called and during live ball A fumbles and B recovers, does B keep the ball and the penalty is from the spot of recovery by B or does A get the ball back?  Also same situation but penaly is roughing the passer and the pass is intercepted.  Does B get to keep the ball?</description>
